I have no idea who or what is behind that website. Of course, American ideas about anywhere outside the USA are usually cartoon-level anyway, so “Ukraine” may just be somewhere not understood. Either that, or (and/or) they imagine that the Kiev regime = the Azov Brigade people. I do not know.
Of course, the French saying always to “cherchez la femme” often becomes, in politics, “cherchez le juif“…
