Looks like I was right to see that incursion as a form of gun-boat diplomacy without the gun-boats by Morocco.
Why does Spain want to keep those two tiny enclaves anyway? Chuck them (and the black migrant-invaders who arrive) to Morocco, and give the Moroccans the problem.
