That must be right. That cruel idea (borrowed from American fake think-tanks —lobby orgs, in reality– via Dunce Duncan Smith) is degrading, stigmatizing, accomplishes nothing, and of course means that it would be even harder for someone unemployed to get a job (because there are incidental expenses that have to be paid for in cash, usually; things such as photocopying, haircuts, whatever).
Of course, Carpetbagger Kemi Badenoch (a Nigerian woman who is only allowed to be in this country because her parents deliberately had her born in London, thus giving her the “right” to a British passport as the law was in 1981) would not know that, because she mainly worked in very low-level jobs such as in a McDonalds before going back to f/t education as a student (she was at first refused entry to —even— Warwick University by reason of her poor educational level).

If I were unemployed and were subjected to such a regime, I should probably take action directe to get what I needed.
If the Badenoch woman thinks that such reheated Dunce Duncan Smith policies are votewinners, she must be even more dim than she seems. Only the least intelligent or aware pensioner-age voters would like such policies, and they almost all vote Con anyway, except for those who have recently preferred Reform UK.
Basic Income (aka Universal Basic Income) is the better way forward.
In any case, people in this country will not, most of them, vote in effect for an African woman (or any non-white) to become Prime Minister.
